To define the responsibility of Government in respect of rental housing property; to create mechanisms to promote the provision of rental housing property; to promote access to adequate housing through creating mechanisms to ensure the proper functioning of the rental housing market; to make provision for the establishment of Rental Housing Tribunals; to define the functions, powers and duties of such Tribunals; to lay down general principles governing conflict resolution in the rental housing sector; to provide for the facilitation of sound relations between tenants and landlords and for this purpose to lay down general requirements relating to leases; to repeal the Rent Control Act, 1976; and to provide for matters connected therewith.
To provide for— the incorporation of the World Heritage Convention into South African law; the enforcement and implementation of the World Heritage Convention in South Africa; the recognition and establishment of World Heritage Sites; the establishment of Authorities and the granting of additional powers to existing organs of state; the powers and duties of such Authorities, especially those safeguarding the integrity of World Heritage Sites; where appropriate, the establishment of Boards and Executive Staff Components of the Authorities; integrated management plans over World Heritage Sites; land matters in relation to World Heritage Sites; financial, auditing and reporting controls over the Authorities; and to provide for incidental matters.
To amend the South African Certification Council Act, 1986, so as to substitute certain definitions, to delete others and to insert new definitions; to provide anew for the functions of an examining body, the Director-General and the council, with regard to examinations; to allow the council to prescribe fees for the issue or endorsement of a certificate; and to remove obsolete references from the long title; to amend the National Education Policy Act, 1996, so as to make certain technical adjustments; to amend the South African Schools Act, 1996, so as to substitute certain definitions; to provide for the merger of two or more public schools and to regulate the consequences of such merger; to make provision for the temporary closure of a public school in the case of an emergency; to provide for an additional function of a governing body; to make further provision regarding co-opted members of governing bodies; to make certain technical adjustments; and to make further provision regarding claims for damages; to amend the Employment of Educators Act, 1998, so as to make provision for a timeframe within which a governing body or council must make its recommendations when an educator is appointed; and to dispense with the necessity for a recommendation by a governing body or council in the case of temporary transfers; and to provide for matters connected therewith.
To provide for the establishment of a National Nuclear Regulator in order to regulate nuclear activities, for its objects and functions, for the manner in which it is to be managed and for its staff matters; to provide for safety standards and regulatory practices for protection of persons, property and the environment against nuclear damage; and to provide for matters connected therewith.
To provide for the establishment of the South African Nuclear Energy Corporation Limited, a public company wholly owned by the State (the ‘‘Corporation’’), to define the Corporation’s functions and powers and its financial and operational accountability, and provide for its governance and management by a board of directors and a chief executive officer; to provide for responsibilities for the implementation and application of the Safeguards Agreement and any additional protocols entered into by the Republic and the International Atomic Energy Agency in support of the Nuclear Non-Proliferation Treaty acceded to by the Republic; to regulate the acquisition and possession of nuclear fuel, certain nuclear and related material and certain related equipment, as well as the importation and exportation of, and certain other acts and activities relating to, that fuel, material and equipment in order to comply with the international obligations of the Republic; to prescribe measures regarding the discarding of radioactive waste and the storage of irradiated nuclear fuel; and to provide for incidental matters.
To amend the National Water Act, 1998, so as to effect textual improvements; and to change the procedure for the appointment of members of the Water Tribunal; and to provide for matters connected therewith.
